Question. I've become used to playing vba and desmume where u can manipulate the speed (not in terms of framerate) but make it so that the dialogue and stuff just blurts out quicker and would like to use something similar with Citra.

Citra is outputting as fast as it can, but your computer isn't fast enough to run all the instructions. The only way to speed up Citra is to find parts in citra that are slow and make them fast. This is not easy at all and needs very technical people to work many long, hard hours to make it faster.

for Citra MMJ, you can do the following for a very large performance boost: use a text editor app (I would suggest OldSchool Editor, which is what I use). open the .imi config file for Citra MMJ (it should be in a folder labeled "Citra-emu", and in another folder labeled "config" that's within the Citra-emu folder).

The Citra 3Ds emulator, on the other hand, requires decrypted 3Ds ROMs to work appropriately and the Nintendo 3Ds ROMs to give a 3Ds experience. Despite the Citra emulator's poor success rate, Citra ROMs and the emulator are available for various systems, including the Citra Android APK.
